COVID-19 Update: Substantial Transmission

Within the past few days, the Centers for Disease Control (CDC) has updated its COVID-19 prevention guidance in light of the recent increase of infection rates and the spread of the Delta variant, and the Illinois Department of Public Health (IDPH) has adopted these guidelines. On July 28, DuPage County moved to the “Substantial” level of community transmission and because of this, it is now recommended that all individuals, regardless of vaccination status, wear a mask in public indoor settings.

Beginning July 29, the Downers Grove Park District will recommend that all individuals wear a mask while indoors at our facilities regardless of vaccination status. The District will require that all children ages 2 to 11 wear masks indoors. Currently, there is no change in masking guidance for outdoor public settings. The safety of our staff and participants remains a top priority. Thank you for your cooperation.

PHASE 5 BEGINS JUNE 11

The Downers Grove Park District has followed all DCEO and IDPH guidelines under the Restore Illinois Plan since the start of the pandemic. Following Phase 5 of the Restore Illinois Plan, capacity limits are now lifted.

The Downers Grove Park District make the following adjustments effective Friday, June 11.

4500 Fitness & Recreation Center

  • Open with full capacity.
  • Hours: Monday to Friday 5AM – 8:30PM, Saturday and Sunday 7AM to 6PM
  • Reservations are NO LONGER REQUIRED for the Fitness Center, Indoor Walking Track or Group Exercise Classes.
  • Steam rooms will remain closed until further notice.
  • The fitness equipment will be cleaned and sanitized at 11am, 3pm and 8pm during regular open hours.
  • Open Gym will continue to require advance reservations. Updates are coming soon and all Open Gym information is available at https://www.dgparks.org/open-gymView the June schedule.
  • Indoor drinking fountains may now be used.

Lincoln Center

  • Open with full capacity.
  • Advance registration required for Active Adult Center Card Groups & Social Clubs. Learn more

  • The Nature Center will remain closed due to summer camps and programming.
  • Trails remain open.

Downers Grove Museum

  • Open by reservation only due to summer camps and programming. Reserve a tour

FACE COVERINGS 

In accordance with the guidelines issued by the Office of the Governor on June 4, face coverings and social distancing are no longer required for fully vaccinated individuals.

The Downers Grove Park District recommends that face coverings be worn indoors AND outdoors for ALL program participants who are not fully vaccinated.

From The Office of the Governor Press Release:

  • Upon entering Phase 5, fully vaccinated people can resume activities without wearing a mask except where required by federal, state, local, tribal, or territorial laws, rules and regulations, including local business and workplace guidance.

  • The State will continue to recommend masking for unvaccinated persons, and require it for all people while traveling on public transportation, in congregate settings, in health care settings, as well as in schools, day cares, and educational institutions pursuant to the Illinois Department of Public Health (IDPH) and CDC guidance. Businesses and local municipalities can put in place additional mitigations as they deem appropriate.

 

CLEANING PROTOCOLS 

The Downers Grove Park District will continue with enhanced cleaning protocols to help prevent the spread of COVID-19.

  • Regular cleaning of highly touched surfaces, equipment and supplies.
  • Use of plastic dividers at customer service counters.
  • Social distance markers where lines may form.
  • Hand sanitizer available for visitors.
  • Disinfectant wipes available at 4500 Fitness.

In accordance with Governor Pritzker's Executive Order 2021-10 released on May 17 and as recommended by the CDC, face coverings and social distancing are no longer required for fully vaccinated individuals.

“Any individual who is not fully vaccinated and who is over age two and able to medically tolerate a face covering (a mask or cloth face covering) shall be required to cover their nose and mouth with a face covering when in a public place and unable to maintain a six-foot social distance.”

The Downers Grove Park District has followed all DCEO and IDPH guidelines under the Restore Illinois Plan since the start of the pandemic. As a government agency in Illinois, the District is required to follow the protocols to help prevent the spread of COVID-19 as set by the State of Illinois.

  • 3. g. Requirements for fitness and exercise gyms. Fitness and exercise gyms may be open in a manner consistent with DCEO guidance, which involves operating for member workouts at a maximum of 60 percent capacity and with social distancing and other precautions.
  • 3.i. Requirements for outdoor recreation, youth day camps, and youth sports. Businesses offering outdoor recreation, youth day camps, and youth sports may be open but must ensure the use of face coverings and adherence to social 6 distancing requirements for individuals who are not fully vaccinated, and must take other public health steps in accordance with DCEO guidance.

CDC Announcement

The Downers Grove Park District is aware of the newly announced mask guidance released by the CDC. We anticipate adjusting our face coverings requirement for our programs and facilities once the State of Illinois has provided updated guidance under the Restore Illinois Plan. We thank you for your patience while we await further guidance before making any changes.

The Downers Grove Park District has followed all DCEO and IDPH guidelines under the Restore Illinois Plan since the start of the pandemic. As indicated by the CDC, their guidelines and recommendations are meant to supplement – not replace – any state, local, safety laws, rules, and regulations. Therefore, as a government agency in Illinois, the District’s protocols to help prevent the spread of COVID-19 are set by the State of Illinois.

PHASE 4 SAFETY MEASURES


For the health and safety of all participants and staff, the Downers Grove Park District continues to follow all state guidelines to help prevent the spread of COVID-19.

The CDC recently announced that fully vaccinated adults no longer need to wear face coverings outdoors except in crowded situations. With this in mind and following current state guidelines, the Downers Grove Park District will continue to ask ALL program participants to adhere to the following safety guidelines (regardless of vaccination status):

  • Face coverings are required at all times INDOORS.
  • Face coverings are required OUTDOORS if participating in a recreation program or event hosted by the Park District (unless social distancing can be maintained).
  • Social distance whenever possible between non-household groups.

sports update: april 16, 2021

The Park District has received several inquiries regarding the need to wear a mask while participating in sports activities.  On Monday, April 12, the Illinois Department of Public Health (IDPH) in conjunction with the Department of Commerce and Economic Opportunity (DCEO) issued new guidelines for youth and adult sports but they changed the guidelines again on April 14 which has created some confusion.

The guidelines that are in effect as of April 14, still require that a mask be worn for all sports whether they are held indoors or outdoors unless there is a medical reason or it meets one of the safety criteria listed in the guidelines (see Customer Behaviors: Minimum Guidelines):

The safety of our patrons is of the utmost importance to the Downers Grove Park District.  Since the beginning of the pandemic, the Park District has taken the position that we will follow all guidelines that are put in place by the State of Illinois. This includes the current youth and adult sports guidelines.  We will continue to monitor all of the State’s guidelines and mitigation efforts for any changes and make updates if possible to our operation as they may occur. 

If patrons are on site and have any concerns regarding the adherence to these guidelines, there will be a Park District employee on site for any Park District programs that can address the concern. If there is a concern during an District affiliate run event, concerns should be reported to an affiliate representative.  Concerns can also be reported by calling the District’s Parks Hotline at 630-929-3136. 


 

UPDATE: March 24, 2021

Governor Pritzker recently announced that the State of Illinois will soon move to new Bridge to Phase 5 guidelines under the Restore Illinois Plan. We are anxiously awaiting this change, which will occur once 70% of residents 65 and older have been vaccinated and barring any reversals in our COVID-19 hospitalizations and deaths for a 28-day monitoring period. The Bridge to Phase 5 Plan will increase capacity limits for the Downers Grove Park District. View the Restore Illinois: Bridge to Phase 5 guidelines.

The Park District continues to increase staffing, adjust operations and evaluate program offerings to provide as many recreation experiences as possible while following the state guidelines and remaining fiscally responsible. Ongoing updates will be posted to our website at dgparks.org.

The following changes will be implemented:

  • The Park District will no longer require visitors to be temperature scanned upon arrival.
  • Pickleball will return the week of April 5. A new schedule with a registration link (pre-registration is now required) will be posted on April 5 at dgparks.org/open-gym.
  • Beginning April 5, 4500 Fitness members ONLY will be able to utilize the basketball courts during reserved workout times to shoot baskets individually on a limited basis (groups not permitted, 2 members at one time only). Masks still required.
  • Beginning April 10, the indoor walking track at the Recreation Center will be available for reservation on Saturdays and Sundays in addition to weekdays. Make a reservation
  • More opportunities will be phased in based on programming priorities and available space.

Please note:

  • Face masks and social distancing will still be required indoors at all times or outdoors when participating in registered programs.
  • 4500 Fitness will continue to use the PickTime advance reservation system until further notice.
  • The Park District will continue to follow capacity limits as outlined in the Restore Illinois Plan.

On Feb. 3, Region 8 (DuPage and Kane Counties) moved to Phase 4. Downers Grove Park District remains committed to following the state guidelines to help slow the spread of COVID-19. We ask the community to help in this effort to slow the spread of COVID-19 by following state guidelines and CDC recommendations to watch your distance, wear a mask and wash your hands.
